You can apply at your local DSS office for food assistance also medical if you do not have it. If you are denied from them or otherwise you can call 211 that's information and referral and they can tell you where to proceed from there. I hope this helps.
The answer to your comments are no they don't. I am a disabled vet and none of these shelters are for disabled. Sad we got money for war tho..and these shelters are good enough for animals...

You could apply for a one shot deal also known as emergency assistance. But there is no guarantee that you will necessarily get the apartment that your friend is moving out of. The process could take up to 30 days to be approved. Being that you are not working and cannot afford the to pay the rent. They are going to ask you how do you plan on paying the rent monthly.
I applied for public and emergency assistance 2 days ago and they told me a social worker was gonna call me either Tuesday or Wednesday and I still haven't heard from them how do I contact them to find out the status of my application?

Social services opens 830 am monday offices in Mt. Vernon, white plains, Yonkers & Peekskill
