What a lovely local place to appreciate nature! Beautiful plants and flowers everywhere. Wish I'd learned of it sooner since it's so close to home. We haff a little picnic on the mansion lawn as I'd seen others do. Not crowded on a Friday late afternoon. An extra plus is that they have nice mowed or gravel trails to walk on without worrying about ticks hiding in tall grass.

Yes. Based on the website the park has now reopened 7 days a week from 8am to dusk. Buildings are closed. Portajohns are available. Social distancing and masks are strongly recommended.

Yes you can have picnic. They have group picnic shelters/ tents (reservable). I am not sure if there is a fee to reserve. I would call to confirm. I would recommend to bring blanket if there is a fee and you can sit on the grass.

Last time I checked about a month ago at Acornhall, the door can be open by anyone. You just need to close it after you pass it. Hope this helps
Morristown is really not too far from the arboretum.
There are early spring bloomers but most common tulips bloom mid to late spring. But, as was suggested, check the website for dates.
You may theres a table with a canopy in one of the walk ways depending on the weather , when i wen there it was in the summer its was to hot.
