It is closed now for the season. I got to bring my 11mo here once while it was running. It is a nice, new slash pad. Wish there were smaller/weaker fountains for my LO, who cant walk yet, to play in.

Yes, you have to go onto the parks and rec website and reserve your spot. Go to "i want to" in the tab bar and follow the directions.
Leashed dogs are welcome at the park but not in the splash pad itself
As far as I know, yes. The only thing that might be closed is the concession stand... But I don't know for sure
No AC areas in park. It can be very busy.
They do have a lifeguard on duty. It's usually just a college kid that is always hiding in her phone but she appears when it starts lightning and shuts off the water..

The leon corlew pavilion is the big one to the right of the bathroom/concession with your back to the fire department. (This is what i was told from the lady at the Edwardsville parks Dept)
