Unfortunately, there isn’t a local place to get or renew an ID card. You will need to schedule an appointment at one of the military bases near by; Fort Bragg, Camp Lejeune, or Cherry Point.
Do not know but, they are very helpful. Call and they will get an answer for you.

If you were discharged within in the last 15 years we may be to do an online request with the DOD, otherwise you will need to submit a request to the national archives at archives.gov
