How are you going to rent a place to live if their office stays closed aLL of the time?

The rent the property next to my house they dont tell renters where property line is .I have a fence up and my property is 3 feet past fence.kids stick sticks thru fence at my dogs and hit French with sticks scared to leave my dogs out without supervision.can someone tell me how to get in touch with them I have called left messages emailed nothing..trying to find out who owns property.
