Great location for this park. They have a basketball court, tennis court, and plenty more. This is a great place for kids too... plenty for them to do as well.

Yes and no. There is a large field next to the basketball court, so if your dog is well trained to not run off and get lost then yes. If you're looking for something caged off then no. You could technically use one of the courts but it's not the same. People walk their dogs there all the time though.
Yes there is a outside court. No payment required. Also has a tennis court and a park for kids to play
