Yes . Non residents must purchase a car & beach passes offsite. You can't pay at entry site to the beach ! Sale sites have limited hours.

Old Greenwich civic center and its 35 for a car pass and its 7 per person . Opened m- Friday . It's worth it beautiful spot ! They sell food and drinks and have bathrooms and outdoor showers to rinse off.
Non-residents can enter, but need to purchase day passes from one of the town's civic centers (the Eastern Greenwich Civic Center is the one that is closer to Greenwich Point beach). Day passes are $7/person and if you are driving in you also will need a parking pass, which is $35. If you are going in before 7am or after 5pm, you only need a parking pass for the car; at all other times you need a park pass for each person as well. The beach is open from 6am until sunset each day, but the civic center is only open to purchase passes Mon-Fri from 9am-6pm....so if you want to visit the beach on a weekend, or if you want to go in before 7am, you need to plan ahead and buy your passes in advance. No passes are sold at the beach itself.
