Drove by alot of rest stops this weekend but alot were closed. If we shud have to cut grass at home why dnt they have to cut grass at the Waysides!!!

The locals usually just refer to it as "Wayside". It gets used by some as a small park. Decent place to park and ride or meet someone to buy or sell something from Craigslist.

The website says this rest area is open! Why are the signs posting it as closed! Is there a contact number for this site? Who takes care of this location?

First, which website is it that you are speaking of exactly? They do close the restrooms in the winter months. This is a rest stop on Wisconsin state highway 21. This means that it would be under the state of Wisconsin , although I do see the Waushara County trucks there quite often.
