If your request requires you to be there in person then you will be able to select a location and go in at your appointment time. If you go now they will still give you a ticket and have you wait. And you are surrendering your old plates ( they were stolen)

As far as I know yes they can. Myself I'm from the Bronx and I have used this DMV office before without any issues, as recently as two weeks ago. As your driver's permit is a NYS one, I think you should be good as long as you've made your appointment in advance. Hope this helps!
