Work at a local dealership, needed to help a customer get a duplicate title, went to the St. Joes Plaza location with some dread, as experience in Volusia has never been smooth. Was assisted by a lady named Natalie who could not have been more pleasant and efficient. Went out of her way to help me accomplish what I needed and didn't act like it was a chore. Hard to find employees like her, sure do commend the whole office.

You can do this a couple of ways: 1. Complete the change of address form on the back of your envelope and return it to the Tax Collector's office when remitting payment. Or 2. Download the Change of Address form from the Property Appraiser's site. It is available on their main page: http://www.flaglerpa.com/ Hope this helps.
Unfortunately, Florida does not reciprocate Real ID's from other States. This is a Homeland Security thing. To get a Florida REAL ID/Drivers License, you'll need to provide either an original birth certificate or valid/non-expired passport. In addition to this, you'll need your social security card (or at least know the number) and two physical proofs of residential address as we will need to scan these in to our system. These can include: rental/lease agreement (if renting), Deed (if you own), bank statement, credit card statement, utility bill, cell phone bill, etc. Also, if your name has changed (i.e. marriage), we will need the original marriage license that changed your birth name to your current name. This also needs to be the name at social security. If you have a passport with your current name, the marriage license and birth certificate are not needed. If you're not going to register the plate to another vehicle, the easiest thing to do would be to turn the plate into any one of our locations. Not sure of the context based on the location of the question (St. Joe's Plaza) so I'll give a couple answers here: 1. We are hoping to have our St. Joe's Plaza location open sometime either at the end of the month of March or the beginning of April 2021. 2. Our "DMV" services are currently open and have been at our other two locations in Bunnell and Flagler Beach. However, at this time, we are only providing services for Flagler County residents only. If you're referring to relocating from West Palm Beach to Palm Coast in 2021 and are wanting to change your address, you will need to provide two proofs of the new residence (i.e. Electric Bill, Water Bill, Rental Agreement or Mortgage Closing Document, etc). Yes you can get a title without registering (tag). I've done it with a car and a boat. Regards to the glasses, you should get a new license. If you get pulled over the police can only go by what is on your license, so you can get a ticket. (Sure you could probably goto court and get out of the ticket, but it would just be easier to get a new license.)
