It's a nice park but I didn't feel safe because I saw a lot of homeless people laying around sleeping on the benches and floor. I don't want to take my kids to play there with them there.

Like parks we have the joy of taking a,stroll or being kids for fun Only things that cost are during arts and music fest Vendor purchases. All free otherwise, to me knowledge
Yes, but there is a huge dog park not too far away if you want to let your dog to run off a leash.

I havent seen or noticed anyone either with a portable grill or seen one !
The park has never close except for construction project which has completed since November of last year. But as for the water fountain it only open on the weekend most part of summer, however am not 100% sure, so please fallow up wit the staffers at Fran Carlton Center for better information.
I don't know. It such a big park I wouldn't think so. Its probably a first come first serve type thing.
