So simple! I walked in the door, right up to the counter and was walking out the door with an 8 year drivers license in less than 30 minutes! I even had to take the written exam and got out that quick! 60$ for 8 years...? Amazing! And I've never had an Idaho drivers license before either and it was still that quick!

If you have a bill of sale you should be able to register it. I've never needed the title in hand to register. Typically they have the previous owner sign over the title and ship you the title from there.

I'm not sure about an appointment, but you have to wait 2 hrs outside just to talk to anyone. And there is a lady at the door that makes sure you wait in line. I suggest a phone call.
There is only 40 for a regular class D knowledge test
Go to DMV, you'll possibly have to take the test, update personal information, get a picture taken, pay the lady & wa-la!
No. Name changes must now be done thru the Social Security Administration first. Once updated bring your necessary name change documentation (Marr cert, Div decree etc.) to the office to pay for a new DL/ID card.
