You can only purchase alcohol that 4% ABV or less outside of the state liquor stores. That limits you to certain beer. Since rum is typically 40% ABV you'll need to go to a state liquor store. UPDATE: You can now purchase 5% ABV and less outside the state liquor stores.
They usually get them in just before Thanksgiving and usually run out just before Christmas even though they last until late spring. They cost $3.99 per last time I went in
I’m pretty sure they have Heineken. If I remember right it’s imported, especially after the alcohol law change in Utah

They do carry SF Torani, though I’d have to check if they have the pumpkin pie. I’d bet they do. They have one of the biggest Torani collections I’ve ever seen
