Williams Twp's own recycling center is open one Saturday/month. See the township municipal website for details. My experience has been that most recycling centers accept materials from any municipality. Bethlehem's center on Illick's Mill Road is on my way to visit family and accepts a wide variety of materials for recycling.

Very unlikely, they want wood that can be chipped, like tree limbs. If the railroad ties are in good shape, I'm sure there's a ton of people in the community that would love them for their gardens.
