You cannot fish on the guarded section of the beach. However, you can walk a short way and fish on the non-guarded area.
Yes, it is free access and free parking. It is also dog friendly before 9am!
I'm sorry, I was so excited to see the beach and walk to the water. I didn't realize if there was or wasn't. ... This was on my Bucket List, and I was not disappointed. I thought it was a great place and clean. Also had on duty LIFE GUARDS. This was very good. I would love to see it again.

No. This is not a dog beach. Walton Rocks is the only legal place to take the puppies
