Terrible agency, I did the registration and the title of my vehicle which was not delivered to me, they told me that it would arrive at my house in 15 days, however it never arrived, I waited 40 days and decided to claim and they told me that I had to pay 28 dollars for to give me the title, I asked them why !! They told me that they don't know, that I only have to pay 28, I asked them for an explanation of why I have to pay more for something that should have arrived at my address and they told me that they have no explanation, that if I want the title I have to pay and that's it... it's the worst agency there is.

Yes, there you can. You need an ID, it serves you with a passport copy.
If your applying for a handicap placard, write your new address. If you have one already and just want to change the address, ask for a duplicate of it with the new address. If your trying to apply for the actual handicap license plate, you should have the placard first then you can apply for the plate. If not you will need to get a placard first before your eligible for the plate.
The moment you don't have insurance on a car, your required by the state to surrender your tag. If your not planing to buy a car soon I recommend you turn it in, the charge is $5. Once you do buy a car, you still have the credit for the tag you surrendered, you won't have to pay the full price of a new tag.
