We were there on 2/15/19 and much of the waterfront area was closed off for renovation. You may want to check with the county for more info about where you can fish in that park. The boat ramp was still open for launching.

There are actually room to launch 2 boats and both open 24/7.

Jet skis yes but there is no beach to beach on.. The beach is in a closed off lagoon.

The Park is open but they open at at dawn and they close at dusk pretty much. There are BBQ Pits there and usually if you get there at a decent time not too late you'll get a good spot.

No. No pets of any kind are allowed on the sand.

There is no beach. The keys around that area have no beaches. This park is special because has and artificial salt water lake, so you will find some sand in the park and in front of the water has sand and looks like a small beach. Also you can walk around the lake, there is a path in the rocks, and you can be in front of the sea. Beautiful and convenient place in the keys if you want to feel you are in a beach.

You can't, The gates to the park are closed soon after sunset. You might want to consider, Indian Key Public Boat Ramp. Google it. Is an open ramp in the gulf side of the keys, passing Isla Morada.
