There are "No Pets Allowed" signs everywhere. However, i have seen dogs everywhere

None of the splash pads are open yet. They wont open till phase 3

Is the splash pad open? Do you know when it's expected to open. I prefer splash pads over Lake in the pines or any other public pool? Which they have opened already.
