Is there a program for people like me who are of low income? Like is there a rent to own program, or some kind of program that would be affordable?

The people who live in the homes own them so you would need to find a home that’s for sale and ask the seller if they would consider carrying a mortgage so you could make payments. You would need to become the registered owner of the home. It’s very similar to buying a car on a loan.

Are there any mobile homes for rent? Or does a person have to buy a mobile home, and then pay $400/month?

All homes must be occupied by their legal owners who, yes, pay space rent and utilities.
