For a rest stop, this was great. It was clean and "out of order" signs and plastic blocking access to sinks, etc enforced social distancing.

I will be traveling in the summer by myself and my dog. I can't leave my dog in the car because of heat. Can I bring my dog into the ladies room just so I can use the bathroom?

Legally, in PY, you can not stay more than two hours at a rest stop. While I have seen no rules against bringing a small portable gas grill to operate out of your vehicle, I would assure you're not there to cook an entire dinner for the family.
