good question, i'm just not sure this google page listing is the best place to ask haha! theoretically yes - hubble and webb can take pictures of just about anything that they can be pointed toward. essentially if something emits/reflects visible/UV/IR waves [which both telescopes do], then they can take a picture of it. that being said i'm no expert, so i'd suggest NASA's website for further research!
The institute does not offer tours due to security reasons, but you are welcome to come visit the lobby which features a really cool model of the Hubble Space Telescope. There are also free public lectures held (typically) the first Tuesday of every month in the auditorium. They focus on various space-related topics and are also streamed live if you can't make it to attend in-person. http://www.stsci.edu/communications-and-outreach/public-outreach/public-lecture-series
I would recommend the public lecture series though. Usually the first Tuesday of each month, also streamed on YouTube.
Yes, during evening public lectures, check website for schedule and a better contact.
