As a local contractor that lives in Port St. Lucie with the fact that I have to deal with the building department quite often, regarding permits, and public works. I would like to commend the city of Port Saint Lucie‘s operating practices versus any other surrounding city/county. How do you even get a hold of anyone in this building department anymore?! 1.5hr phone wait times, no responses to emails, the new self service online portal isn't even updated! This is the WORST experience we've had!

Pretty Fair Building Department. I will say that since I pull permits in PSL daily, there is sometimes errors on part of the building department like any other. However this department by far has the most simple process for pulling permits and there is rarely any confusion. The staff always has a nice attitude towards me regardless of what questions or concerns I may have.

A home owner builder permit can be obtained. The home owner is the one responsible for all work, and should be the one performing the work..
I recently had a client that did an addition and their cost estimate from their general contractor was $200 per square foot.
You can go pay i think its $35 but it may take a while according to when home was built.

Well you have a few issues one would be set back from a property line The other would be non-permeable surfaces on the property. to my knowledge I do not believe there is a restriction regarding how close a carport can be to a garage. If you look up your address on the property appraisers website it will list what your zoning is once you know your zoning you can go online to the city of Port St Lucie municipal code and look up the setback requirements for your zoning type specifically you will want to look for yard sizes typically in a residential two area setbacks are 25' in the front 10 ft on the sides and 25 ft in the rear. You can also call up the city of Port St lucie's planning and zoning department and ask them what your setbacks and what your non-permeable surface limits are. Non-permeable surfaces are things like a concrete slab things that are permeable would be something like brick pavers or grass or gravel. Be sure to get a permit and make sure you get a termite treatment.

You should be able to add to the present building as long as you stay within the proper setback from the property line. It is best to call the building department and talk to them about this.
