I wish I caught the name of the person who helped me today, but I am so grateful for him. I was STRESSED. My tires were running low on pressure and I had just tried another place nearby to get help. They were super unhelpful and trying to charge me a ton of money. So I typed in “discount tire” on GoogleMaps and drove to the nearest one. I drove up, parked into a random parking spot, and started to text my dad asking what I should say when I walked inside to get help (I’m 24 and definitely still reliant on my dad with car stuff.. it’s pathetic.. I know haha). Before I could even hit send, this really nice guy walked up to my car and asked me how he could help. Then he directed me to the air fill up spot, assessed the tires and filled them, then offered to take a closer look if I had the time. I unfortunately had wasted a big chunk of my lunch break at a different shop, so I had to pass. However, I will definitely be back to get more assistance with my tire! That man today was so nice and helpful. Good customer service goes a long way. I was so stressed and on the verge of tears after a bad experience at the other place, and the guy at Discount Tire really turned my attitude around. Thank you :)

If they don't have it they can most likely order it.
You probably will need to call or go to the store. I've purchased a used the from them before for a spare. But just like shoes, they come in all kinds of sizes and they will need to know what size your friend needs to see if they have any used stock.
They sell Goodyear, kellyspringfield and Cooper. I would guess you would have to check with individual stores to find out which plant they are from. They also sell foreign owned, but USA made brands as well.
