I usually have to call to have my subdivisions irrigation turned on. Normally they are helpful but this year I received horrible Customer service and an outright refusal to provide service. As a result multiple home owners in good standing are not receiving service due to horrible and non productive staff.

They put a lock on my irrigation so I cut it off how about them apples and I'll continue to cut it off

We have to pay a yearly usage fee/tax and do not have water usage. We even have a head gate on our property but are not allowed to access the water from it.

Usually the homeowner, sometimes an HOA. Nampa & Meridian Irrigation District does not own or operate any wells though.
I would call the their office at 208-466-7861, give them your address to look up and they will determine if that is in the District with them. I believe it is though.
You can always go to their website and when a date is approved by the Board, it will be posted to the home page at www.nmid.org. Though a typical season is between April 1 - October 15, sometimes shorter, sometimes the full stretch.
