Close beach access and got to see the horses on the beach, clean bathroom, and outside rinsing station were all the things we wanted.

Beautiful little quiet park. We came here for horseback riding on the beach. But if you're just going to the park, there are tables for sitting and relaxing and eating. There is beach entrance access. The area was nice and clean. Bring your bug spray though! A lot of mosquitos and noseeums.

I see dogs there a lot. They allow the horses on the beach, so I imagine a dog would be fine.

No. There is a dog beach just south a few miles, Walton Rocks beach.
