Not sure if AAA has a notary, but the best mobile notary in town is Paula Garvey. You can find her with a quick google search.

Yes. You need a picture ID and your member card. If it's just a matter of paying the registration and getting the new tags, it's no problem

No. You need to go to a full DMV location to get a license
The person who is the car holder must be with you at the time of the toe. You can not borrow there card.
