Beach club villas is the Disney vacation club (DVC) side of the resort. The buildings are painted light green as opposed to the Beach Club light blue. I prefer to stay here because the rooms are bigger, the studios have a kitchenette, and there are one and two bedrooms available with full kitchens and washer and dryers. You can access all of the Beach club amenities including Storm Along Bay (best pool ever), and there are also nice quiet pools available as well. Great food/restaurant options, access to Boardwalk, Yacht Club and Epcot and Hollywood Studios is super convenient.

Commonly, Disney is offering special discounts for Florida residents.
I would call the resort directly, or Disney guest relations.
You'd have to ask them. Given Disney's rather liberal politics I'd opine that it was purely a cost cutting measure. Assumedly they had a deal where they were being provided either free of charge or at a greatly reduced cost. Also, given the cost of printed media I'd again opine that the freebies or low cost provision came to an end and thus so did the papers. If I were completely cynical I'd also opine that the Rodent doesn't want you to spend time reading when you could be out spending money in the parks.
