I've have never seen a place so incapable of handling basic tasks.

This place is so useless it did not make sense at all to shut down the only local office that we have in Fayetteville now we are unable to speak with the CSRs in person. Now the hold times be over an hour they sometimes don’t call back when you choose the call back option and when they do call back they give you a nasty attitude as though you’ve done something to them. I wish I could get paid by the state to work from and not really be doing anything. I’ve heard CSRs talking to their children . They’re being distracted by other things as well. I applied in September 2020 and I’m still waiting on my benefits. This is unreal.

It is preferred that you visit your county's workforce development center but depending on the services you want, you could visit the Cumberland County Career Center. If anything, approval from the Workforce Board Director would have to be submitted for approval to provide services to you.

There are always exceptions but typically, no. Best I can tell you is file a claim and see if you'd qualify. The website is des.nc.gov for filing unemployment insurance claims. It can take 4-6 weeks before you know if you're approved. You are required to still search for work if you decide to file unless told otherwise by Raleigh.
