I called after the local office was closed. My call was answered by the VA call center in Colorado. The woman who assisted me was very helpful and caring just like all the people who I have been in contact with from any type of VA services. Wish I could remember her name because she was a big help in the situation I’am currently facing.

Yes Eric Hansen helped me with mine I would go and make an appointment with him and make sure to have a copy for your dd214 and any paperwork showing his military service
Who would help would be DAV get in touch with your local Disabled American Veterans organization...Vet Centers do not pay for ramps....
You can try to get help at the veterans affairs building. Next door to the vet center. They would have the answer
