No. In San Francisco, any business, Walgreens, Safeway, Costco, etc., with a pharmacy is not allowed to sell cigarettes and tobacco products. Very few, maybe only one, Walgreens in San Francisco does not have a pharmacy, the one at Westfield Mall next to downstairs food court at 845 Market.
