Proof of residence, and a utility bill. .the library may issue you a temporary card for the day,until your permanent card arrives by mail.
Monday-Thursday is 9 am-8 pm, Friday and Saturday they're only open til 5 pm and on Sundays they're closed

You better call because I do believe they're still not open to the public. You may get books and other Library accessories by calling and they will bring it out to you. If you have a Broome County library card.
