Yes, the building is open to the public, though you will have to pay for printing or for a membership if you want to check out materials.

Is there public parking? How does the parking situation work?

There is no public parking. There is a large parking lot to the north of the building, for staff and student permits. There is also a section of metered parking where you must pay at a kiosk for the amount of time needed, and put a receipt on your dashboard. They do monitor and ticket cars regularly.

I am a student here but haven't gotten the chance to check the library out. I know there are plenty of research materials but is there an entertainment reading section as well?

Another Miller Nichols today bit: as the floor levels increase, the quieter the working space is expected to be. As a student there are a bounty of things the library can provide. Their website is extremely helpful. There is a real librarian behind the chat box option, too. If you're really stuck and not at the physical branch.
