Gravel at entry gate will be muddy after rain. Shared water hose. Disgusting pans of water. Nice shade trees.

Is there by chance a trail for owners to walk while dogs run? Or is it just a big field area

There is a trail. Liberty does have a leash law. We walk the trail, then we hit the small dog section of the park. The big dog area has lots of space.

when is the slowest time? when there is no dogs.

That can vary depending on the day of the week. Weekends are busiest - especially if the weather is nice. Weekdays during work and schools will probably be the least busy.

Is there a possible chance to rent the space? I have a German shepherd that does not get along with other dogs. I don't really have a fenced in yard to let him run around, i was thinking of coming during slow times at the park but still risky. please

You would need to contact Liberty, MO Parks & Rec Dept to ask. I don't think there is a policy for that.
