You need to call them for this kind of information. These q&a's don't go directly to said business. Also, they might be able to actually understand you on the phone.
California law states all businesses must accept(not except) applications. However, it might be wise to actually call them to ask if they're hiring, instead of asking online. Asking online doesn't show you're very eager to work there.
