Went there on a Sunday afternoon and the store was pretty busy. It took a little more than a half hour to see a sales rep. The staff is friendly. Although, they push a little hard in trying to up sale their other services. Parking can be tricky to find. However, they did have the part in stock I needed. So, once I got to see a sales rep, the transaction went by relatively quickly from there.

You do not need to but Xfinity will recycle the cables if you bring them
If you are already mailing them in then why wouldn't you just mail them to the billing address?
I would make an appointment online to avoid waiting in line outside.
You can walk in. They have a queue that they'll send you outside until they have someone available to help, but no appointments needed as of 7/9/20

you will get a self install kit by UPS delivered to your home. The stores do not handle self-installed products

There are numerous cell phone towers for all 3 major cell providers throughout St. Louis Park.
You can go there and pick the stuff up. It may depend on what services you get if you can do the installation yourself or not. You would have to check with them. If it's just WiFi you can install it yourself
