Wait a couple days, they'll have it fixed. Otherwise, start hopping around to other kiosks that you are willing to drive to. Might be all of them are down though, so best bet is to wait a couple days, a week at most.
As far as I know you have to be in that particular County to get that particular tag you can go to the Kia to get it but you got to go to the one that's in that county as long as the Kroger's is in Fulton County that's fine but as far as getting a tag for a Fulton County vehicle I don't believe you can but you can always call the tag office and find out be blessed
