Hello. Yes, you are required to purchase an entrance pass to the park even when you enter after the entrance booth has closed. You have to purchase it online at recreation.gov. and keep a screenshot of it on your phone or print it out incase you are asked to show it.
Yes, it is a nice peaceful ride but watch out for cars and pickup trucks that sometimes speed down the road without paying much attention to hikers or bikes
The only place I visited at night was Shark Valley. But I'd imagine the best place to view the stars would be anywhere down the main park road, heading South towards flamingo! It's very desolate down that stretch of road. I'm sure it would be amazing.
