Are the lands around lakeside campground considered BLM and if so, can you park out of the area that has designated camp sites?

I don't think there is any BLM land in the area, you can confirm here: https://www.blm.gov/maps/frequently-requested/california While we were there, the park rangers checked site reservations daily and enforced no day-use

Campground host here... Actually, there are often showers in the early to mid-afternoon during early and late summer. ;) The campground does not have any kind of bathing facilities, but just a few minutes away at the Truckee Rec Center you can shower for just a few bucks.

Campground host here... Yes, Lakeside is a ride-in/ride-out campground. Please note the speed limit in the campground is 5mph. Not for safety, but because the campground is not paved and riding in and out of the campground kicks up a lot of dust, which can spoil (or save) a dinner. There is easy access to the Prosser Hill OHV staging area, and the majority of area trails are fire road, so they are suitable for everything from dirtbikes to rock crawlers.
