Can people ride horses here on trails?

Yes.. use the Cloverdale trailhead and ride down or walk down. Maps at the trailhead. UPDATE: the trails are completely burned out now though. You can still go there but it's not pleasant. Wait until it rains and the grass begins to grow.

Can yougo there for a family picnic and swim?

I never see anyone fish. Guessing its closed most if not all of the year. Definitely closed during salmon run season and i suspect only barbless hooks would be allowed year round similar to sac
