is this a boat ramp for launching a small boat

Not the town dock, it is a place to pick up passengers withst syour boat; or to take the launch to your moored vessel. There are a number of launch sites. Ropes is close by. There is one off old post Rd. The best one in Cotuit is at prince's cove, sporting a tarred ramp with a deep drop off which functions adequately larger boats

is this dock open to public also do they have parking close by to park vehicles and trailers

Yes it is a public dock. But, parking is limited and requires a beach parking permit from the town of Barnstable.
