I think they only sell new because of legal reasons. They would not be able to guarantee the safety of used one nor would they know the history. I think it would be a bad idea to put on used tires anyway.
I'm not sure about the brakes but 4 wheel alignment runs from 64$-120$ check online and input a work order so you can get a price breakdown.
