I don't work here but work in retail and it is probably why many places do not enforce it. First being that a business cannot deny entry to those who can't wear one due to health reasons and asking for proof of health reasonings is a violation of HIPAA. Another reason is when Cuomo instates an executive order the order is not a state law but a suggestion so with that said entering without a mask does not mean you are breaking a law because the law is non existant.
