No winter hours on PHOENIX PUBLIC POOLS. Your best option is to contact the local resorts and ask them about their locals fees nearly every single loco big resort allows locals to use their pools for either a nominal or 0 fee. This will be likely your best bet for something close to you that also has what you need year round.

They have a sign saying that there are no inflatables permitted. However, they have life jackets and puddle jumpers available to use. And they allow the use of approved flotation devices of that sort. I would call and ask for sure, as they do have some special events where they may allow inflatables.
