Gwen. I had my surgery just over a month ago and they were still doing them. All covid precautions were in place (wear a mask and keep your distance). The consult is necessary so they can decide which procedures you are a good candidate for. So I would assume they are still doing them or else they couldn't do any surgeries. Good luck. This a great choice of laser eye surgery centers.
Since LASIK, PRK, and Smile are elective surgeries I am going to say no, they won't accept Medi-Cal. You should definitely call and ask but I doubt Medi-Cal (a state tax funded coverage) would pay for anything elective. They might cover a standard exam. But normally even the best insurances won't cover these types of surgeries.
