Actually who ever created "city build" didnt know what they were doing or did it as a gag, which happens much too often, and misleads other persons who take it seriously. 3120 Mission is a Job Placement Assistance Resource. Where they will do everything that is humanly possible to "help" you get a job. But you will have to do some of the work yourself. Which is part of the problem, a lot of folks who aren't working are just plain lazy, so are unemployable.
