If you want to visit the historical park this is a great place to begin. They can hook you up with the seasonal trolley rides, boat, and walking tours. Free parking for the area (with validation at the visitor center) is available a few minutes walk away at the HCID garage. The visitor center is tucked away under a beautiful old mill building so it can be a little difficult to find. Just follow the signs or ask a local and you'll find it.

A lot of work is being done so some areas the ramps for handicapped access are closed. I'm sure they will be open when the bridge work is done. It's a good way to see Lowell's history.

Do not miss this National Park. It is the best way to experience the start of the industrial revolution in New England. Great guides, terrific tours, authentic historical infrastructure and exhibits. This was the "high tech" of the period. The technology is impressive.

Yes

Are there lockers at the visitors center?

There are no lockers anywhere. Not at the bus/train station where you would think nor at the visitors center. It would be beneficial to leave your belongings so you can walk around, even ride the trolly without impeding everyone and taking up room? It makes no sense.
