Well first off its got big shady trees. Play area for kids. It's also a place that the County Fair is every year. It's big and there is a public pool open seasonally. I took my dog there with the wife and we walked around in the warm summer air. It was nice.

There is only 1 shower in the women's bathroom. You have to pay to use it so bring your quarters, showerhead was gone and the water was so hot, even though I turned it all the way to cold, I couldn't even stand in it. Not sure if the shower is a certain time per quarter or water use, I gave up after $.50.

Yes they do, but during the winter months the showers get winterized and are not accessible to the public

There are sites with electrical there, not sure on availability. There are also bathrooms with showers in the park and a dump station.

I would contact the city of Wisner and ask them.
Not for sure exactly with out counting but there is around 20 only 2 campers there now. Only full about 1 time a year in August during thunder by the river.
