Been inside the library and the City Hall on both sides they are very polite and very helpful could say more polite and helpful comment but the list would go on forever because this is a great location for their office and library and extremely polite.

Yes, there is a puzzle swap on the main floor.
We signed up and picked ours up last week, not sure they are still giving them out. I suggest calling the library in the morning and ask them.
