Yes. There is a men's and a woman's restroom. There is no baby changing station in the men's room. Not sure about the women's. You may on occasion find someone reading Revelations in the men's room, but he'll be moved along by the police. No worries.
Yes they do accept EBT. Just not for lottery tickets or cigarettes. Go to the Nashville Market for that.
