I ship my film for development all the way from Phoenix! The turn around time is amazing, they always process and ship the film back within a week,. and they undoubtedly have the best prices.

I've had roughly 500 rolls of film (medium-format, 35mm, etc.) processed and scanned here over the past five years, and it's easily the best photo lab in the Portland area. I've tried basically every lab in the area as well as a few of the big ones that do mail orders (in California etc.) and Citizens is the best on price (easily) and at the very top in terms of quality, though I'd say a couple other labs are maybe almost as good there (albeit more expensive). One thing I wouldn't recommend is getting large prints done, I wasn't super-impressed with the quality of some prints that I had done for Blue Sky. But for film processing and scanning, this place cannot be beat; I used to scan my own film but just don't bother anymore.

Excellent for film development, camera repair and parts. Knowledgeable and helpful staff. You can even ship them film and they'll give you a great deal of developing it and shipping it back to you. A rare find.
